Everyone has the right to go to school.
This is a human right.

The United Nations Convention on the Rights of Persons 

with Disabilities (in short, the UN CRPD) also explains
and defends this right.
This is explained in Article 24 of the UN CRPD.

There is group of experts called the United Nations 

Committee for the Rights of Persons with Disabilities.
This group of experts is called a committee.

This committee is part of the United Nations.

They analyse and explain the UN CRPD
and check if countries respect it.

The Committee writes a document on how to better 

respect what is written in the UN CRPD.
This document is called a General Comment.

Countries should pay attention to General Comments
because it helps them to better respect the UN CRPD.

Inclusion Europe has asked its members what they thought 

of the General Comment on Article 24.

Inclusion Europe has prepared a document with the opinions
of its members and sent it to the United Nations.


Inclusion Europe has introduced its submission to the Draft General Comment No 4 on Article 24 of the United Nations Convention on the Rights of Persons with Disabilities: The Right to inclusive education.

Inclusion Europe welcomes the development of the General Comment on Article 24 of the United Nations Convention on the Rights of Persons with Disabilities to clarify concepts and support its implementation. Many of our members in 37 European countries have commented on the draft General Comment on the basis of their own national situations. This submission of Inclusion Europe will complement and strengthen their submissions by emphasizing

  • the support of the intellectual disability movement for the right to inclusive education for all children and adults;
  • the need for specific attention to people with severe intellectual disabilities and complex needs;
  • the importance of involving self-advocates, family members, and their organisations in the implementation of Article 24.
